Hello @garp_senchau, here's the troubleshooting i did. I've seen other posts from people with similar. My hp omen max 16 gaming laptop seems to always have the fans spinning at around 1900 rpm, even when it's in low power mode or when i disable the nvidia gpu.

The 1st step i made sure both fans had proper connection and they are. Entra nel forum dell'inter per parlare con i tifosi neroazzurri I cleaned the fans , bios is up to date , reinstalled omen gaming hub , fans stop working even on manual fan speed mode.
The pc has clean fans and coolers, nothing is obstructing them.
My fans have a mind of their own as to when they are on. The 2nd step i made sure i had the latest bios. The fans keep randomly turning off, and i can't find a solution. It just says 0 rpm in omen gaming hub when this happens.
I have a hp victus 16 s0004ns, i have had a big problem for a long time. The fans are very noisy and they are very annoying in the library and elsewhere; While on they operate they work just fine, automatically adjusting to the temperature appropriately, but they will. I have tried reinstalling the full os thinking it was a shoftwer issue, butr this didn't change the problem.

The laptop still have 25 days warranty fro factory.
My hp omen 15 ek0013dx power light is on fans are spinning but display is off display came once was written bios files not found. It doesn’t matter whether the laptop is idle or running. I’ve been using my hp omen 17 without issues until recently, when the cooling fans began stopping at random.
